When does ‘zero tolerance' begin in Butte-Silver Bow?

One of the candidates for sheriff here in Butte is running on a "zero tolerance for meth" platform. This same candidate makes his living as a bail bondsman. I am guessing, but I would think the majority of his business comes from meth-related arrests.
Does the zero tolerance start now, as a bondsman, or only if he is elected? Does making a living from meth arrests count as zero tolerance? Does this mean bailing out these creatures, and releasing them back into the community, is tolerable?
