Chelsea Clinton speaks to tribal leaders council

BILLINGS (AP) — Chelsea Clinton said Thursday that her mother would offer American Indians better health care, education and economic development if elected president.

The former first daughter answered questions for about an hour at the Montana-Wyoming Tribal Leaders Council office in Billings. About 30 people attended.

On the economy, she said Hillary Rodham Clinton would restore the Community Development Block Grants used by former President Bill Clinton to spur local economic growth in the 1990s.

She said her mother also plans to dismantle No Child Left Behind, a proficiency-test driven program that critics say hamstrings schools in impoverished areas. Hillary Clinton would replace that program with one that enrolls children at earlier ages and develops broad-based curriculum.

In addition, Chelsea Clinton said her mother would boost funding for Indian Health Service programs and get more doctors and nurses on reservations.

The former first daughter is scheduled to speak Friday morning at the Billings headquarters of the Yellowstone County Council on Aging. The event is open to the public.

The campaigns of Hillary Clinton and her rival, Barack Obama, have recently ramped up efforts to woo American Indians, a demographic that a spokesman for the state party called ``a huge part of our Democratic tent.'' ``The Native American Caucus in the state Legislature is pretty good sized, obviously influential and 100 percent Democratic,'' spokesman Kevin O'Brien said.

Montana's June 3 primary is the last in the nation along with South Dakota's.

At stake in Montana are 16 pledged delegates and eight superdelegates, three of whom are committed to Obama while a fourth was forced to retract her Obama endorsement due to party rules.
